The 21-year-old wasn't offered a new deal at Sandy Park, paving the way for his return to Welsh rugby.

Hawkins’ move could reignite his international career, having been ineligible for Wales selection while playing in the Premiership. Since joining Exeter from Ospreys in 2023, he's made 33 appearances, but struggled to secure a regular starting spot in a competitive backline.

Baxter: 'He's been a great guy to have around'

Exeter's director of rugby, Rob Baxter, paid tribute to Hawkins' attitude and impact at the club.

"We'd like to thank Joe for all his hard work over the last couple of years. Even when opportunities were limited, he remained positive and a great influence on the squad. He's really thriving right now and has been impressive in the Premiership Rugby Cup. We wish him the best back in Wales and hope it leads to more international recognition."

Hawkins: 'I've made friends for life'

Hawkins admitted he loved his time in Devon but is excited to return home.

"The last two years have been the most enjoyable of my career so far. Experiencing rugby and life outside Wales was the best decision I could have made, and I know I'm heading back a better player and person."

"I can't wait to get stuck into life at the Scarlets and push on in my career."

Big move for Hawkins—can he break back into the Wales setup?
